Vero Beach City Limits, the Metro Area, and South Vero: What Your Vero Beach Address Really Means
- The city of Vero Beach had 16,354 residents at the 2020 census, which makes it smaller than the unincorporated area sitting just south of it.
- The “Vero Beach metro area” is a federal statistics label that covers all 617 square miles of Indian River County, so metro numbers tell you almost nothing about a specific street.
- “South Vero” means two completely different places depending on who’s talking: the barrier island south of the causeway, or the mainland stretch along US-1 and Oslo Road.
- Crossing the city line changes your property tax bill, who answers a police call, and which government issues your permits, and none of that shows up on a listing.
A buyer told me last month they only wanted to be “in Vero Beach.” Fair enough. Then they sent me eleven listings, and one of them was inside the city limits. The other ten had Vero Beach mailing addresses and sat in unincorporated Indian River County, which is a different taxing authority, a different police department, and a different permit counter.
That’s not a trick anybody is playing on you. It’s just how the postal service, the census, and the city charter each drew their own lines, and none of the three agree.
The city of Vero Beach is small
The incorporated City of Vero Beach is the county seat, and it had 16,354 residents at the 2020 census. That’s the whole city. Downtown, the Royal Palm Pointe area, Central Beach, the Moorings, McAnsh Park, the airport, and a chunk of the barrier island north of the causeway.
For scale, Sebastian up at the north end of the county has roughly 27,100 people, so the county seat isn’t even the biggest city here.
Everything the city runs stops at that boundary. Vero Beach Police patrol inside it. City planning and zoning reviews your addition, your dock, your fence. City Council sets a millage rate that shows up on your tax bill on top of the county millage, so two similar houses a mile apart can carry meaningfully different annual taxes with no difference in the house.
One thing that used to be a bright line no longer is. The city ran its own electric utility until December 17, 2018, when FPL closed a $185 million purchase and took over about 35,000 accounts. Those accounts were never confined to the city anyway. The old city system also served parts of unincorporated county and a slice of Indian River Shores. City water and sewer still works the same way today, serving a selected area that reaches past the city line. So don’t use your utility bill to figure out what jurisdiction you’re in. It’ll lie to you.
The metro area is the entire county
When you read a headline about the Vero Beach housing market, check what geography it’s using. Most of the time it’s the metro area.
The Sebastian-Vero Beach-West Vero Corridor Metropolitan Statistical Area is exactly one thing: Indian River County. All of it. The county had 159,788 residents in 2020 and an estimated 172,799 in 2025. The federal government first defined this MSA as the Vero Beach MSA back in 2003, renamed it in 2005 to add Sebastian, and renamed it again in 2023 to add West Vero Corridor, a census place of 10,039 people strung along State Road 60 between town and I-95.
So a metro-level median price blends oceanfront estates on the island with 1970s ranch homes in Vero Lake Estates and everything between. The number is real. It just doesn’t describe any neighborhood you’d actually buy in. There’s a related trap with mail. Ten ZIP codes from 32960 through 32969 all print “Vero Beach” on an envelope, and they cover the town of Indian River Shores, the town of Orchid, and big stretches of unincorporated county. “South Vero” means two different places
Here’s where the confusion gets expensive, because the two meanings sit about four miles apart and price differently.
South Beach: the island version
Locals saying “South Beach” or “south island” mean the barrier island south of the 17th Street causeway, in the 32963 ZIP. The census calls it the South Beach CDP, population 3,703 in 2020, and it ranked tenth in Florida for per capita income back in 2010. Castaway Cove, Sandpointe, Summerplace, the oceanfront condos along A1A heading toward the county line.
This is beach living with mainland grocery runs. Insurance costs more, wind mitigation matters more, and inventory is thin. I wrote a longer, unvarnished take in my South Beach guide.
Vero Beach South: the census version
The Census Bureau uses “Vero Beach South” for something else entirely. It’s the mainland unincorporated area south and west of the city, covering the 32962 and 32968 ZIPs, roughly 12.4 square miles around US-1, Oslo Road, and 27th Avenue.
Population in 2020 was 28,020. Read that against the city’s 16,354 and the picture flips. The statistical area named after the city holds well over half again as many people as the city itself, and nobody who lives there calls it Vero Beach South. They say they live in Vero.
This is also where a lot of the county’s more attainable housing sits. Older single-family homes, mobile home parks, some newer construction pushing west. Two properties can both report as “Vero Beach South” in a data pull while one backs up to a canal and the other sits on a half acre near Oslo.
So when somebody says South Vero, ask which one. The island answer and the mainland answer aren’t close in price, insurance, or daily life.
What actually changes at the line
Four things, and a listing shows you none of them.
Your tax bill. Inside the city you pay city millage plus county millage. Outside, county only, plus whatever special districts apply to that parcel. [JON: drop in a real side-by-side you’ve run for a client, two comparable homes, city vs. unincorporated, with the actual annual numbers.]
Who shows up. Vero Beach Police inside the city. Indian River County Sheriff’s Office outside it.
Who approves your project. City building department or county building department, with different review timelines and different rules on setbacks, fences, docks, and short-term rental use. If renting the place out part of the year is central to your plan, confirm the rules with the correct government before you go under contract, not after.
Which market data applies to you. County-wide medians move on inventory in Sebastian and out west. Your street may be doing something else entirely. How to check Vero Beach city limits before you write an offer
Pull the parcel on the Indian River County Property Appraiser site. The record shows the taxing authorities and the jurisdiction, which settles the question in about thirty seconds. Then look at the prior year’s tax bill on that same record, since the assessed value resets after your purchase and the seller’s number can be far below what you’ll pay.
